Creating an Online account with Maharashtra Labour Department for New Registration/ Renewal of ShopACT

  1. Any Indian citizen who wishes to open new shop or a commercial establishment wants to commence its business within the jurisdiction of Government of Maharashtra, has to register itself under The Bombay Shops and Commercial Establishment Act, 1948.

  2. Log on to the web site ShopAct Link

  3. Select the registering procedure as individual or organization

  4. This would be Individual for Sole Proprietorship

  5. Provide your mobile no to obtain OTP for registration

  6. Fill the OTP appeared on your mobile

  7. Provide your mail Id and information asked for registration

  8. Fill all mandatory fields (which includes creation of PASSWORD) and submit

  9. Password should contain atleast one numbers from 0 to 9,atleast one small and capital alphabets, atleast one special character from @#$%' and the length of password should be minimum 7 to maximum 20. Example- Labour@123

  10. Open the mail sent to you on your mail id (kindly check the spam folder if you can’t see the mail in inbox

  11. After opening the mail and click as per the instruction given in the mail your registration completed

  12. Use your mail id is your user ID and Password created by you while registration

Mandatory/ Prerequisite Documents as required

1. All the documents/ photos has to be scanned and in JPG/ JPEG Format only. For Renewal ONLY old Registration Copy file can be in PDF

2. Photograph: ID sized Photo (20KB to 30KB)

  • Scan your ID size photo, adjust brightness/ contrast for better visibility of the content, crop rest of the image file for parts not required , make your photo clearly visible and also fit the mandate size requirement

  • Rename the Photo file (jpg) – to “Applicant Name Photo” eg: “Vansh Patil Photo”

3. Signature (9KB to 15KB)

  • Sign on a Blank piece of paper – scan that paper, adjust brightness/ contrast for better visibility of the content, crop rest of the image file for parts not required , make your photo clearly visible and also fit the mandate size requirement

  • Rename the scan file (jpg) – to “Applicant Name Signature” eg: “Vansh Patil Signature”

4. Annexure -for premises of Establishment (click a photo with your mobile or camera of the place where you have office space, even inside your house) ( 75KB to 100KB)

  • Adjust brightness/ contrast for better visibility of the content, crop rest of the image file for parts not required , make your photo clearly visible and also fit the mandate size requirement

  • Rename the scan file (jpg) – to “Applicant Name Signature” eg: “Vansh Patil Signature”

5. Address Proof:

  • Kindly upload scanned copy of documents (File format - jpg/ jpeg, png, pdf and Size jpg/jpeg, png should be minimum 75kb and maximum)

  • There are several address proof you can provide (1 or more can be uploaded)

i. Electricity Bill

ii. Property Tax Paid Receipt

iii. Sale / Purchase Deed

iv. Society Maintenance Receipt

v. Telephone Bill

  • c. You need to select any one of the these which you want OR can provide, however you can select more than one as well

  • d. Self Attest the document with your Signature in some vacant space on the document, with your name and date just below

  • e. Scan the document, adjust brightness/ contrast for better visibility of the content, crop rest of the image file for parts not required , make your photo clearly visible and also fit the mandate size requirement

6. Annexure A self declaration ( 75KB to 100KB) format given of left side of webpage

  • Download Annexure A

  • Take a print out of this document - Any one English or Marathi

  • Fill in the form Annexure A Self Declaration

i. Stick your ID size photograph in the square box provided “Applicants Photo”

ii. I Applicant Name Son/ Daughter of Father’s Name aged XXyrs, occupation Applicant Occupation (Gift Shop) resident of Locality, City (Kothrud, Pune) with UID No. AADHAR No. hereby….

iii. In the bottom mention your Place: location of your establishment (Pune)

iv. Date: Current Date

v. Scan the form, adjust brightness/ contrast for better visibility of the content, crop rest of the image file for parts not required , make your photo clearly visible and also fit the mandate size requirement


7. Annexure B self declaration for attestation ( 75KB to 100KB) format given of left side of webpage

  • Download Annexure B

  • Take a print out of this document - Any one English or Marathi

  • Fill in the form Annexure B Self Declaration for Self Attestation

i. Stick your ID size photograph in the square box provided “Applicants Photo”

ii. I Applicant Name Son/ Daughter of Father’s Name aged XXyrs, occupation Applicant Occupation (Gift Shop) resident of Locality, City (Kothrud, Pune) with UID No. AADHAR No. hereby….

iii. In the bottom mention your Place: location of your establishment (Pune)

iv. Date: Current Date

v. Scan the form, adjust brightness/ contrast for better visibility of the content, crop rest of the image file for parts not required , make your photo clearly visible and also fit the mandate size requirement


8. Annexure C under taking ( 75KB to 100KB) format given of left side of webpage

  • Download Annexure C

  • Take a print out of this document - Any one English or Marathi

  • Fill in the form Annexure C Under Taking/ Proforma AB Undertaking

i. Stick your ID size photograph in the square box provided “Applicants Photo”

ii. I / We .......... Applicant Name ....... state and declare on solemn affirmation that I / We am / are the Proprietor / Partner / Director/ Trustee/ Karta/ Occupier/ Promoter of (name of the establishment) M/s...... Establishment Name... and I / We have started the new business at (Address of place of business) ...... Complete Address of Establishment...... From the date ......Present Date..... onwards. (date would be previous start date in case of Renewal)

iii. Tick the Documents that you have opted for submission towards proof

iv. Enter in figures for the number of employees that you propose to have or already have in the next para

v. Tick throughout the document the points that you opt for

vi. Fill in your Establishment Address again as asked

vii. Sign the document

viii. Scan the form, adjust brightness/ contrast for better visibility of the content, crop rest of the image file for parts not required , make your photo clearly visible and also fit the mandate size requirement


9. ID Proof

  • Kindly upload scanned copy of documents (File format - jpg/ jpeg, png, pdf and Size jpg/jpeg, png should be minimum 75kb and maximum 100kb)

  • There are several address proof you can provide (1 or more can be uploaded)

i. PAN card

ii. Aadhar Card

iii. Driving License

iv. Passport

v. Election / Voters ID

  • You need to select any one of the these which you want OR can provide, however you can select more than one as well

  • Self Attest the document with your Signature in some vacant space on the document, with your name and date just below

  • Scan the document – crop the unwanted part of the document and make the image file content clearly visible and also fit the mandate size requirement

10. Other Verification

  • Copy of the license, registration which is mandatory under any other law from any authority before starting of the business, if any

  • You need to select any one of the these which you want OR can provide, however you can select more than one as well

  • Self Attest the document with your Signature in some vacant space on the document, with your name and date just below

  • Scan the document – crop the unwanted part of the document and make the image file content clearly visible and also fit the mandate size requirement

11. In case if this is for Renewal Registration then keep your Previous Certificate PDF ready

Applying for New Registration


1. Log in to the web site ShopAct Link

2. Remembers your User ID and Password – you will need this every time you visit the portal

3. Enter your login Id and Password and login for services

4. On your left hand side you will see a Menu – list of activities that can be performed

5. Select the service for New Registration of Shops and Establishment

6. Select Registration – Form A, fill the online form and submit

  • Division – Pune

  • District – Pune

  • Office name – Office of Deputy Commissioner of Labour, Pune (for establishment within PMC) OR Shop Inspector Office – Chinchwad (for establishment within PCMC) – others can select whichever office covers their respective establishment region

  • Name of the Establishment – whatever name you have choose for your business – it is NOT a unique ID field – can be a duplicate to other business names

  • Office Address – as per boxes provided (please note that you will need to provide address proof of the address given

  • Public or Private establishment – Private

  • Address of Office, storeroom, godown, warehouse or work place if any, other than the above address – in this fill in your additional address OR fill in NOT APPLICABLE (NA)

  • Name of the Employer – is the name of the person who owns the establishment

  • Employer Address – fill in the details – even if they are the same as Office Address

  • Manager’s details - Fill in the manager’s details as applicable OR leave it Blank

  • Category of Establishment –Choose the TYPE and then the applicable SUB TYPE

  • Date on which you started the establishment – If earlier mention it accordingly if not, present date

  • Renewal Details - NO as this is fresh application – Yes if for renewal and select the number of years you want to renew it for

  • Name of the members of employer's family employed in the establishment – Mention the name OR fill in NOT APPLICABLE (NA)

  • Name of the other persons occupying position of management or employees engaged in confidential capacity – Mention the details OR fill in NOT APPLICABLE (NA)

  • Total Number of employees – fill in the numbers OR fill in “0”

  • Establishment's Weekly Off - choose from the drop down

  • Category of Establishment Type – Choose from the drop down “Self Ownership (Proprietary)

  • If Partners then give in Partner details – all of them

  • Tick on I agree

  • Click Submit

7. Applicant will get the application Id and application screen will be closed

8. Open the application submitting application id

9. See status of the application and the instruction given on right side of the screen

10. If Status is upload document then Click upload the documents on right side instructions

11. By Clicking on the documents which wants to upload browse will appear

12. Upload all the required documents with above same procedure


Uploading of Documents


1. Photograph: ID sized Photo

  • Select the Choose File button – this will give a popup for Upload file> Select file from your computer> Click Open

2. Signature:

  • Select the Choose File button – this will give a popup for Upload file> Select file from your computer> Click Open

3. Address Proof:

  • Kindly upload scanned copy of documents (File format - jpg/ jpeg, png, pdf and Size jpg/jpeg, png should be minimum 75kb and maximum 100kb and Size of pdf should be less than 512kb)

  • Self Attested documents only

  • Select Tick Box> Click on Choose File button > this will give a popup for Upload file> Select file from your computer> Click Open> completed

4. Compulsory Documents

  • Kindly upload scanned copy of documents (File format - jpg/ jpeg, png, pdf and Size jpg/jpeg, png should be minimum 75kb and maximum 100kb and Size of pdf should be less than 512kb)

  • All Documents are Mandate, you need to upload all 4 scanned image

  • Select Tick Box> Click on Choose File button > this will give a popup for Upload file> Select file from your computer> Click Open> completed

5. ID Proof

  • Kindly upload scanned copy of documents (File format - jpg/ jpeg, png, pdf and Size jpg/jpeg, png should be minimum 75kb and maximum 100kb and Size of pdf should be less than 512kb)

  • Self Attested documents only

  • Select Tick Box> Click on Choose File button > this will give a popup for Upload file> Select file from your computer> Click Open> completed

6. Other Verification

  • In case if this is NOT applicable to you – then leave it blank and do not select anything in this

  • Copy of the license, registration which is mandatory under any other law from any authority before starting of the business, if any

  • Select Tick Box> Click on Choose File button > this will give a popup for Upload file> Select file from your computer> Click Open> completed

7. Verification Documents (Submit any 1 of the following documents)

  • This is Applicable ONLY in case of Renewal – NOT for New!

  • Upload the Original Copy of Registration of ShopAct

  • Select Tick Box> Click on Choose File button > this will give a popup for Upload file> Select file from your computer> Click Open> completed

8. Upload Document

  • Click on Upload Document

  • Process completed


Paying Fees and Downloading the ShopACT Registration Certification


1. See the Status again which will show for payment

2. Click on pay the fees on right side button

3. Choose the option of payment and make payment through desired mode

4. Check the status it will show “under scrutiny " it means your application is on desk for scrutiny

5. Check the status regularly, either it is "approved” or "rejected”

6. If rejected check your mail and follow the instruction given in the mail and read the instruction

7. Reapply and follow the given instructions given on right side

8. Make the changes in the application if instructed

9. If documents are rejected, delete the rejected documents and upload the documents as instructed

10. If any instruction for payment of partial fee, make the payment online as you made it earlier

11. After complying above instruction you will see the status “under scrutiny”

12. If you see the status "completed” and the "Download certificate” on right side on your screen Then you can download the Registration certificate or check the mail for Registration certificate

13. Print this Certificate and Paste it somewhere near designated Work Space, wherein it is visible for Inspection by the Shop Inspector


Renewal of Registration


1. Renewal Process is very similar to New Registration, just that you need to press Renew Certificate

2. Rest all the process remains the same

Also minor changes has being mentioned and covered in the New Registration process above


Paying Fees and Downloading the ShopACT Registration Certification

  1. See the Status again which will show for payment

  2. Click on pay the fees on right side button

  13. Print this Certificate and Paste it somewhere near designated Work Space, wherein it is visible for Inspection by the Shop Inspector


Renewal of Registration

  1. Renewal Process is very similar to New Registration, just that you need to press Renew Certificate

  2. Rest all the process remains the same

  3. Also minor changes has being mentioned and covered in the New Registration process above
